Abstract:
The Fire District dataset was originally created by using the Assessor-Treasurer's (ATR) 2006 parcel records and have been maintained by the Auditors office since then. The parcel tax records contain information on which fire district receives taxes from that property. The ATR Cartography group performed a parcel based analysis to code parcels with the school and fire district information. Single polygons for each fire district were created by GIS staff consolidating the parcel polygons by removing right-of-ways, fixing anomalies and aligning boundaries to parcels or road centerlines, railroads and the center of rivers. Please contact the appropriate fire district for boundaries defined by legal description, as these are not legal or RESPONSE districts. These boundaries are approximations and are for general information purposes only.
Purpose:
These boundaries are used by the Pierce County Auditor's Election Division to determine the Fire Districts voting boundaries. This dataset was created because the Fire Districts did not match to the ATR database. The district boundary file does not always agree with the tax area code data for the year, since the tax parcel data reflects what was in effect at the beginning of the 2006 tax year, not changes, transfers, or annexations made during the year which may be updated in the district boundary file.

Notes: There were anomalies in the data such as 'islands' of parcels coded differently than surrounding parcels and some parcels with no codes. If an island was coded differently than the parcels around it and the island was not obviously on the district border, or a large development, it was changed to match the surrounding parcels. For instance parcel 0419257006 shows in the unprotected area. Crystal Mountain Fire District FPD #025 is represented in this data set, but their legal boundaries are being researched and will be added when the work is completed. Note the Fire Station resides in the Unprotected area. Greenwater Fire and Rescue FPD #026 is represented in this data set, but their legal boundaries are being researched and will be added when the work is completed. Note the Fire Station 26-2 resides in the Unprotected area. There are two polygons for this district but a gap between them that is shows Unprotected Area along Hwy 410. In April 2008 the city of Sumner and Fire Protection District #1 conducted an election and voted to merge into Fire Protection District #22 - East Pierce Fire And Rescue . In August 2008, Fire Protection District #15 and Fire Protection District #17 conducted an election and voted to merge and become Fire Protection District #17 - South Pierce Fire and Rescue (This name in Fire Districts is Roy). In November 2008, Fire Protection District #6 and the City of Puyallup voted to annex the City of Puyallup to Fire Protection District #6 - Central Pierce Fire and Rescue. On November 18, 2008, the City of Puyallup passed Ordinance No. 2924 annexing an area known as the "West Hills Annexation Area", which included a 90.42 acre parcel owned by the State of Washington and formerly a part of Fire Protection District No. 14. Due to the recent Annexation of the City of Puyallup to Fire Protection District #6, this property also annexes from Fire Protection District #14 to Fire Protection District #6 - Central Pierce Fire and Rescue. The file was updated on May 21, 2009 due the annexation of the City of Orting into Fire District 18. this merger resulted from an election to annex the City of Orting into District #18 - Orting Valley Fire and Rescue. On February 8. 2011 there was a Special Election that passsed. The election merged Fire District #2 and #3 into "FPD #3 West Pierce Fire and Rescue". The effective date of the merger was 3/1/2011. In January 2007. the cities of Auburn and Pacific became parts of the Valley Regional Fire Authority and are now serviced by that authority. In December 2010, the Fire Commissioners of Pierce County Fire Protection District No. 18 adopted a resolution to annex "Chinook Estates" into the fire District. In January 2012 the city of Puyallup annexed an area from Fire Protection District #22 into Fire Protection District #6. In April 2012, the City of Milton annexed an area west of Interstate 5, removing that area from Fire Protection District #10.

The Auditors office began maintaining this file beginning July 13, 2006 which was based on Taxing Districts. As new updates occur they will be adjusting corrections to Legal Descriptions and Annexations. Per Ordinance the GIS Department Dissolved Districts 12 - Buckley, 20 - South Praire into FPD #022 East Pierce. There was also a small transfer of territory from FPD #18 to FPD #21

To construct a single polygon for each fire district, the GIS staff consolidate the parcel polygons by removing right-of-ways, fixing anomolies and aligning boundaries to parcels or road centerlines, railroads and the center of rivers. There were anomalies in the data such as "islands" of parcels coded differently than surrounding parcels and some parcels with no codes. If an island was coded differently than the parcels around it and the island was not obviously on the district border, or a large development, it was changed to match the surrounding parcels. The polygons that did not have a code often looked like neighborhoods that were not coded correctly. When this error occurred the empty polygons were changed to match the district that surrounded it.
